During that time my mother-in-law was diagnosed with multiple myeloma, a form of cancer that affected the blood, from which she died recently. For 2 years before that she was misdiagnosed as suffering from acute osteoporosis.<BR/><BR/>During the few months at the University Malaya Medical Centre, I saw how adversity and suffering can bring people of different races (patients, relatives of patients, doctors and nurses) closer.<BR/><BR/>Back to the discussion at hand, why was I not surprised, indeed I half expected it, that the first 2 comments came from Thomas Lee and Mike?<BR/><BR/>I agree that people like Robert Kuok, Lim Goh Tong, Loh Boon Siew have contributed much to the prosperity of this country. For that they have been amply rewarded with vast fortunes (which, without patronage and a conducive environment, is almost impossible to acquire with business acumen alone), titles and even roads names after them. What else is expected from us to show our gratitude?<BR/><BR/>Were the companies such as Kwong Yik Bank, Ban Hin Lee Bank, Boon Siew Honda taken away from their owners by force without mutually agreed considerations being paid? Pada saya semua wakil rakyat sudah sibuk memikirkan samada mereka akan masuk senarai, jadi tidak ada yang mampu untuk jadi hero untuk orang lain.<BR/><BR/>2 Keadaan keselamatan awam adalah di tahap terendah. Rompakan dan jenayah menjadi-jadi. Ketua Polis Negara yang baru tidak mungkin dapat menyelesaikan masalah dengan hanya menyiasat selepas jenayah berlaku. Jenayah itu perlu dielakkan dari berlaku.<BR/><BR/>Saya amat yakin jenayah berlaku amat berkaitan dengan ekonomi yang lembab, kemasukan buruh dan penjenayah asing yang berleluasa, dan kadar gaji/kos sara hidup yang tidak sihat. Selagi permit kemasukan pekerja asing diagih sebagai komoditi seperti pengagihan AP impot kereta dan permit teksi, selagi itulah pekerja Malaysia tidak akan dapat penggajian yang sihat. Tan Sri Musa Hassan pada minggu pertama perlantikannya membayangkan kenaikkan kadar jenayah dengan kemasukan warga asing ini. Malangnya tidak ada 'political will' untuk menanganinya. Kenapa? Sebabnya lihatlah siapa yang meraih berjuta ringgit dalam industri pekerja asing ini. Lihatlah siapa yang paling banyak menggunakan buruh asing tanpa izin di kawasan-kawasan pembinaan. Siapa yang empunya projek-projek perumahan? <BR/><BR/>3 Sebagai pembayar cukai, kadang-kadang saya rasa amat marah dan jelik dengan keadaan kita. Rata-rata saya nampak kita hanya membazirkan wang tanpa perlu bertanggungjawap terhadap pulangannya. Lihatlah apa yang di belanjakan di Institut Integrasi, Institut Latihan Kerajaan Tempatan, dan apa-apa lagi organisasi baru yang ditubuhkan. Soalannya apakah kita sering perlu mencurahkan wang dalam setiap masalah seperti rasuah dan kepincangan kepimpinan di kerajaan tempatan? Jika kita perlu menubuhkan agensi baru untuk menangani apa-apa masalah, kerajaan perlulah memansuhkan jabatan atau agensi lain bagi membiayai agensi baru itu. Adalah menghairankan yang Kerajaan masih membesarkan organisasi pentadbirannya sedangkan negara mengalami kekurangan tenaga kerja! Tidak ada seorangpun wakil rakyat yang membincangkan secara strategik bagaimana boleh kita menjadi lebih efisien dalam penggunaan tenaga kerja. <BR/><BR/>Kadang-kadang yang perlu mungkin untuk ketua/Menteri menyelesaikan masalah dengan hanya memberikan 'expectations' yang lebih 'specific'. If the two coincide, then all well and good, but if it doesn’t, every businessman knows which one takes precedence. <BR/><BR/>So he has every right to move his business operations anywhere he deems fit...up to a point. Hypothetically, if by transferring control of his company, in this case PPB Oil Palm, and by that act alone he is undermining the country, then he has a responsibility as a citizen not to continue with it. After all, he does owe a lot to Malaysia in the development of his career, especially in the pivotal early stages.<BR/><BR/>Also the question on the scope and limits of citizen’s obligation also depends on the roots of Malaysia’s economic woes- whether it is due to mismanagement or is she the victim of circumstances beyond her control. <BR/><BR/>If it’s the former, this will imply that the government is not doing a good job of protecting her people, hence it is incumbent upon the individual to do what the government cannot; ie protect himself. This will of course include the option of moving the domicile of his business interest. <BR/><BR/>Under such circumstances, the willingness to commit corporate suicide is not the barometer of patriotism, but rather of stupidity. <BR/><BR/>But if Malaysia’s current predicament is due to external forces outside her jurisdiction, for instance the 1997-98 financial crises, whose severity took everyone by surprise, then it’s the responsibility of every able citizen to do everything possible in helping the country weather the storm. It’s a patriotic duty.<BR/><BR/>So is Robert Kuok’s decision to move to Singapore solely responsible for undermining the country? does it constitute an unpatriotic act?<BR/><BR/>No. The country right now is not attractive to invest in whether or not Robert Kuok stays or go. At worse, if they leave, we can say that Robert Kuok and others of his ilk are merely exacerbating an existing problem, but they did not create it. That honor lies at the foot of the government for reasons we shall not go into.<BR/><BR/>But putting aside the general issue of what constitutes the scope of responsible citizenship, actually for a country like Malaysia in particular, to expect people like Robert and co to be patriotic at the expense of their commercial interest is not only unrealistic, it is also hypocritical.<BR/><BR/>I will explain the reasons why it’s unrealistic first.<BR/><BR/>Its unrealistic because even a cursory glance at Robert kuok’ recent business practice one can surmise how much importance he attaches to issues of ethics and morality in the way he does things. <BR/><BR/>A report by Time Magazine ( Issue 23rd Feb, 2004) on his attempt to turn private one of his flagship company, Kerry Properties in Hong Kong is very illuminating. The minority shareholder balked at the idea because they deemed that the offer by our Robert to buy their shares was far below the value of the company. So after 56% of Kerry’s shareholders rejected the idea, Robert decided to abort the plan.<BR/><BR/>One has to bear in mind that, issues like fairness or the right of minority shareholders are really ethical concerns that has been parachuted into business considerations, rather than business issues per se. <BR/><BR/>Actually at the operational level such ethical questions must remain subservient to the primary objective of making a profit as was clearly evident in the maneuvering of Robert Kuok in the Kerry episode. In the event there arises a situation where the pursuit of their commercial interest is incongruous with the interest of the country, it can safely be assumed that for such businessman, their commercial interest will take priority. <BR/><BR/>Or to put it in another way, in times of economic distress, trust your corporate citizen’s sense of patriotism at your peril<BR/><BR/>In fact, such episodes where businesses give short shrift to ethical concerns are not limited to the Kerry episode, but rather are a systemic characteristic of corporate activities everywhere. In terms of engaging in questionable ethical practices, actually Robert Kuok’s activities in the above episode is almost angelic when compared to the kind of business strategies that company’s like Enron, Arthur Anderson or Microsoft adopts.<BR/><BR/>In the corporate world that’s the nature of the beast and to expect anything else would be extremely naïve for any country in general. <BR/><BR/>But like I mentioned earlier, in the case of Malaysia in particular, to cry foul is not only naïve it’s also very hypocritical.<BR/><BR/>Why?<BR/> <BR/>Because for far too long we have been idolizing the corporate sector and demonizing the public sector (excluding politicians of course) <BR/><BR/>In fact, for all intent and purposes, our government has been adopting a style of governing which is more akin to the management of a company than the management of a country. This to me almost constitutes a cardinal sin because managing a country is not like managing a company, regardless of the company’s size. <BR/><BR/>The negative ramifications are legion, and will manifest itself in a wide range of areas such as politics, policies and values. But for the purposes of our current topic I will focus on values<BR/><BR/>For starters we seem to have forgotten that commercial interest is just one interest group among other interest groups who contribute to the welfare and success of a country. So why are we giving recognition to businessman way beyond or out of proportion to their services as compared to other sectors?( when I say recognition I mean not only in terms of titles and rewards but also less tangible forms such as media space, government attitudes towards them as express by statements or interviews and all kind of other praises heaped upon them, openly or indirectly, thru words and images) <BR/><BR/>Isn't the fact that their making profits, and in some cases huge profits, enuf reward for their efforts? <BR/><BR/>In many countries that dont have a system of conferring titles which carries honorifics, there exist many successful businessman. They didn’t need any more incentives to be successful apart from the allure of profits. <BR/><BR/>So why should we collectively reward them on top of that?<BR/>After all, they are in business for their own interest not ours<BR/><BR/>If we, the other citizens of the nation get any benefits at all out of it, its incidental. <BR/><BR/>Even when a business is exercising its social responsibility its not doing it for its own sake- usually its a PR initiative design to create goodwill to the company that hopefully would benefit its bottom line. <BR/><BR/>Again, it is self-serving. <BR/><BR/>Its also worthwhile to remember that business values are market values and what’s good for the market may not be good for the individual or society. After all the market works on greed while healthy human realtionships operate on ethics. <BR/><BR/>For instance, if not for the fact they were exposed, what senior executives did at Enron, in inflating the appearance of profits or for that matter what Robert Kuok intended to do in the Kerry episode would often have been deemed as a shrewd business practice. <BR/><BR/>But what is considered as shrewd or pragmatic in business is often in any other circumstances considered predatory or opportunistic behaviour .In this case, what is an admirable trait in business would in any other situation be regarded as despicable. <BR/><BR/>So again i ask why should we give national rewards to people who are motivated by selfishness. Why is this an important question?<BR/><BR/>Because whether we realize it or not, the people and policies we promote reflects the kind of values that we would like to pass on to society. If we continue to give national rewards to businessman who dont give two hoots whether it benefits us or not than we are inadvertently promoting our society to become more selfish. If this is allowed to continue, we should not be surprised if one day, our own children sold us out because of money.<BR/><BR/>Even today, whether we want to admit it or not, we are witnessing many marriages which looks very similar to business ventures- individuals entering into marriage from a profit and loss point of view- and be damn the consequences.( a more amoral & dishonest form of venture capitalism so to speak) <BR/><BR/>Hence, we should not be surprise if Robert Kuok and others like him decide to jump ship.Actually we should anticipate it. In business, ethical values like loyalty and charity takes a very back seat to profits. And instead of blaming businessman like Robert, it would be more fair for us to blame the leadership of the country or at least the philosophy of development that it adopts.<BR/><BR/>After all robert Kuok’s decision to move PPB Palm Oil to Singapore makes a lot of business sense- its a shrewd business move. <BR/><BR/>It maybe selfish in every other sense, but its exactly the kind of shrewdness that the government has been promoting her citizens to adopt. <BR/><BR/><BR/>3) WHY IS MALAYSIA NO LONGER AN ATTRACTIVE DESTINATION TO INVESTORS?<BR/><BR/>This is a bit tricky because a lot of reasons have been given. The usual suspects are of course charges of corruption, NEP type of policies and lack of transparency.<BR/><BR/>But, apart from the NEP, those factors also exist in china, Indonesia and India. In fact, in those regards, they are in many instances, even worse then we are yet they are experiancing very strong growth. <BR/><BR/>In the case of Indonesia, they even have a history of civil unrest and extreme racial riots, yet they manage to attract more FDI's than we did.<BR/><BR/>Why? This is even more pertinent now, becoz this region is currently experiencing a boom. Yet, most of us are feeling poorer now than a couple of years back, regardless of what the statistic's say. After all isn't a rising tide of prosperity suppose to raise all boats?<BR/><BR/>I think in this regard SuperShyteStirrer really hit the nail on the head when he suggested that its due to weak leadership- our country doesnt seem to have any direction.<BR/><BR/>Apart from some soundbytes being bandied about on fighting corruption or calls for more transparency, this government doesnt seem to have any vision. It cant continue selling itself as quick fix-it kind of government. Why keep on blaming the past, because not only is it wrong but also u are inadvertantly shooting yourself in the foot. After all, isnt AAB a part of the so-called 'corrupt' previous administration for over 22years? <BR/><BR/>But what makes it worse is the fact this current leadership, thru its public pronouncements on economic matters seems to be advertising its ignorance even on the most basic economic matters like inflation.<BR/><BR/>Like or not, the mass media, is the first channel of communication to investors and layman alike, on the competence of our leaders on economic matters. On top of that he was given a sugar monopoly or was allowed to continue to have a monopoly by the government then and later on.(on a side note: his family's close relationship to the johor royalty is legendary- for example, according to the June 4th 2001 report of the Star,Kuok Sr became an ex-opium addict "with the help of his Malay friends").<BR/><BR/>In some countries, its illegal to have the kind of monopoly position that he enjoys. They’ve got all kind of anti- trust laws to ensure that. So to continue having a monopoly in sugar, is not a right of Robert Kuok or any other monopolist for that matter, but a very, very special privilege conferred by the country to very, very lucky individuals. <BR/><BR/>In one sense, being a ‘Sugar King’ is even more of a privilege than being a real king. In this country at least, the latter is only for five years while the former is for life!:)<BR/><BR/>Now, in no way am i saying that the success of Robert Kuok was/is created by the government.
