MUKHADIMAH: Pandangan
yang terkandung dalam tulisan ini adalah pandangan peribadi saya. Saya menulis
dalam kapasiti saya sebagai seorang blogger. Ia tiada kena mengena dengan
apa-apa jawatan yang mungkin saya pegang.

MALAYSIA adalah negara
pertengahan dari segi keluasan wilayah, bilangan penduduk dan ukuran ekonomi.
Tetapi dalam beberapa
hal dan sudut, ia boleh dikatakan besar.
Misalnya, sebagai negara
yang ditakrif sebagai negara Islam kita adalah antara yang termaju.

Dalam banyak hal kita jauh
lebih maju dan progresif daripada negara-negara Islam yang lebih besar dan
kaya.
Tetapi yang benar-benar
membezakan Malaysia daripada negara Islam yang lain sehingga mendapat
pengiktirafan antarabangsa adalah keberanian kita mengambil pendirian dalam isu-isu
utama dunia.
Di bawah kepemimpinan
Tun Dr Mahathir Mohamad mulai awal tahun 1980-an, keberanian kita berhujah dan
menawarkan kepemimpinan dalam forum antarabangsa telah mendapat pengiktirafan
global.
Inilah antara punca yang
menyebabkan negera-negara raksasa seperti China dan Amerika berhati-hati dalam
perhubungan dengan Malaysia, khususnya apabila Dr Mahathir kembali menerajuinya.
Macam mana marah pun
mereka kepada beliau kerana dianggap “recalcitrant” – dalam bahasa yang mudah keras
kepala – namun mereka mengakui bahawa suara beliau mempunyai pengaruh ke atas
pendapat antarabangsa.
Dalam konteks projek Landasan
Kereta Api Pantai Timur (ECRL) yang masih hangat dibincangkan walaupun di
peringkat rasmi telah dikunci mulut, kita terpaksa mengambil tindakan tegas dan
bijaksana walaupun tujuan kita bukan sekali-kali menghukum atau memalukan
China.
Kita sekadar mengatakan
dengan ikhlas bahawa kita tidak mampu menanggung beban hutang membina landasan
itu dan membiayai penyelenggaraannya selepas itu.
Sebelum ditumbangkan
dalam pilihan raya umum (PRU) 9 Mei lalu, kerajaan BN telah membuat komitmen
kepada kerajaan China untuk berhutang RM55 bilion untuk membina ECRL dan memberikan kontrak
pembinaan kepada syarikat milik kerajaan China.
Sekarang sudah pun
diketahui umum bahawa pinjaman RM55 bilion itu bukan semata-mata untuk
membiayai ECRL tetapi juga untuk menolong menampung hutang dan penipuan
1Malaysia Development Berhad (1MDB).
Segala beban hutang,
penipuan dan pembaziran zaman bekas Perdana Menteri, (Datuk Seri I Mappadulung
Daeng Mattimung Karaeng Sandrobone Sultan Abdul Jalil) Mohd Najib Abdul Razak,kini
menjadi beban dan tanggungjawab kerajaan Pakatan Harapan (PH).
Masalah ECRL
Walaupun bukan sekali-kali
tujuan kita bermusuh dengan China atau juga mana-mana negara namun kepentingan
negara dan rakyat jelata adalah lebih utama.
Matlamat kerajaan PH dalam
isu ECRL ini adalah untuk meringankan beban hutang negara sebanyak yang
mungkin.
Maka dalam perkiraan
kerajaan PH adalah lebih baik menamatkan projek itu dan membayar ganti rugi
kepada China atau kalau terpaksa dilaksanakan juga ialah hendaklah dengan kos dan syarat
yang lebih ringan.
Ada sumber berkata,
walaupun hutang projek itu sekarang RM55 bilion tetapi apabila diambil kira kos
dan tanggungan jangka panjang ia mungkin mencapai RM100 bilion atau lebih.
Masalahnya sekarang kita
sudah disedut masuk ke dalam geopolitik China. Kita dalam dilema ditelan mati emak, diluah mati bapa.
Kita memerlukan pasaran
China untuk barang-barang dan perkhidmatan kita manakala China pula takut
pembatalan ECRL akan berjangkit kepada negara-negara lain yang mempunyai perjanjian
yang sama dengannya.
Rasanya dunia lebih
mengambil berat perhubungan dengan kita sejak Dr Mahathir kembali menjadi Perdana
Menteri.
Selain rundingan di
belakang tabir, China baru-baru ini melancarkan apa yang saya istilahkan
sebagai “diplomasi opera”.
China terkenal dengan
opera atau di negara kita disebut wayang
Cina.
Kedutaan China di
Malaysia dilaporkan telah merakam dan mengedarkan sebuah lagu bagi memperingati
45 tahun perhubungan diplomatik antara kedua-dua buah negara.

Di dalam dunia di mana
diplomasi dan ekonomi tidak dapat dibezakan serta dipisahkan, kita tidak ada
pilihan selain mencari jalan keluar terbaik tanpa menjejaskan air muka, menoda kedaulatan dan membebankan kewangan negara.
Apa pun kesudahan kepada
episod ini, pengajaran dan iktibarnya amat jelas, iaitu di tangan sebuah
kerajaan, sebuah parti politik dan seorang pemimpin yang korup, negara boleh
menjadi muflis, tergadai dan terjajah.
Maka di bahu siapa pun
terpikul tanggung jawab untuk menyelesaikan kemelut ECRL ini, diharapkan
bahawa penyudahnya biarlah negara tidak muflis, bumi tidak tergadai dan negara
tidak dijajah.

ReplyDeleteRakyat mahu tahu pilihan yg ada, bukan ayat2 penyedap. Mungkin Datuk boleh dapatkan dari 'inner circle' apa yg ada di atas kertas sekarang.
1. Adakah dibatal? Berapakah nilai pampasan kerajaan kepada syarikat konsortium Msia-China? Pampasan ke atas nilai perjanjian asal (yg bnyk manipulasi) atau ke atas nilai dikaji semula (yg lebih telus)?
2. Adakah ditangguh? Berapakah pula nilai faedah tahunan yg perlu dibayar selama tempoh tertangguh? Adakah penangguhan akan menyebabkan kos asal membuncit (tidak termasuk faedah) & berapakah peratusan kenaikannya?
3. Adakah diteruskan? Adakah ianya projek asal atau digantikan dgn projek setara nilai projek asal misalnya pelebaran Lebuhraya Pantai Timur, pembesaran Lapangan Terbang KB & KT, pembesaran pelabuhan Kuantan & KT?
Tun mesti berhenti mentadbir seperti tahun 80an. Kita mahukan angka. Rakyat sudah pandai mengira. Maklumat (tidak rasmi, sumber dalaman) kini di hujung jari. Sila lakukan transparensi!

According to (Reuters): China offered to nearly halve the cost of a US$20bil (RM81bil) rail project to save the centrepiece of its infrastructure push in South-East Asia, two sources said on Thursday (Jan 31).
Why should contradictory remarks by Malaysian ministers, if any, interfere with their sincerity.
Contractor China Communications Construction Co Ltd (CCCC) had offered to cut construction costs of RM67bil for the 688km project by as much as half, the sources said.

Even a big discount of half cannot really help Malaysia to rebuild her finances.
Malaysians are not dogs to jump at any bone thrown to them, we do have our dignity although Najib had done a lot to damage it.
The onus is on CCCC and the Chinese govt to prove their sincerity.
The onus is on them. We are just the fall guys with a truly dishonest bad invalid agreement that will not hold up in any court.
Ps.. half the cost. How about the quality of works... once PH agreed and continue the project, there`s no way for them to step back.

ReplyDeleteI m off topic a bit. PH got a shock from the result of Cameron Highland by-election! Many PH supporters are worried about the upcoming Semenyih by-election.
But if one analyzes the voters profile for Semenyih, one will realize that it is very safe for PH. The Chinese and Indian combined voters are more than the Malay voters. The Chinese and Indian voters will still support PH because of DAP factor, and also MCA and MIC are down badly at the moment. With say one in every 4 Malay supports PH, PH will already on the way to victory. The "Selangor" factor will favour PH also.
The Semenyih by-election will be very similar to PRU14 where the non Malays tilt the seat! For its own survival, PH's policies therefore must be fair to all races. I think PH will be very sensitive towards certain issues such as Temple riot and UEC between now till Semenyih by-election date.

ReplyDeleteScenarionya macam ni. Saya malas nak cakap takut ada orang terasa tapi kena cakap jugalah. Najib memang banyak dosanya pd orang Melayu dan Negara. Habis semua harta negara lesap. Lepastu bila gomen pokai, dia sebat duit rakyat melalui Incometax, GST, tabung Pencen dan sebagainya. Saya kesian dgn pekerja LHDN dan Kastam yg terpaksa bersubahat perah duit rakyat. Lepastu kenakan bunga berganda-ganda. Sebab dlm Islam, selagi pemimpin betul kita ikut, tapi jika pemimpin korup, sepatutnya kakitangan kerajaan tak boleh ikut dah. Bila ikut juga, dapatlah sahamnya di akhirat nanti. Baru tahu langit tinggi rendah. Sebab dosa manusia dgn manusia, kena minta maaf dgn manusia tu, kalau tak muflis di akhirat nanti. Berat sebenarnya menjadi kakitangan kerajaan sbb tanggungjawab tersangat besar dan pada masa yg sama tak boleh ikut membabi buta pemimpin korup.
Berbalik kpd projek ECRL, ini sebenarnya projek gali lubang, tutup lubang Najib. Memang tak guna manusia ni. Habis tergadai seluruh harta negara, akibat haloba pemimpin kita. Macam lagu Warisan Anak kecil tu (di edit sikit). Jika kerajaan PH teruskan, gomen akan pokai balik. Macam biasa, bila gomen pokai, rakyat yg akan disembelihnya nanti. Senario yang di atas akan berulang kembali.
Alhamdulillah, Najib dah dijatuhkan. Cuma bila Najib dijatuhkan, beliau pastikan UMNO jatuh bersamanya sekali. Bila UMNO tak kuat, habis kuasa orang Melayu. Adil dalam Islam bererti meletakkan Islam tertinggi bukannya sama rata. Contohnya, sepatutnya ketua hakim, Menteri hakim, AG, Menteri duit mestilah dipegang oleh orang yg beriman kpd Allah. Maaf cakap, saya malas nak cerita kenapa orang Melayu sekarang tak berapa suka Tun Mahathir dan PH sekarang, takut Tun dan Dato’ terasa tapi saya kena cakap juga sebab nampaknya Dato’ tak berapa perasan dalam bab ni. Bumi milik dijajah orang, bukan sahaja bermaksud orang luar, tetapi juga musuh dalaman. Apa-apa pun, Islam memerintah. Itu syarat utamanya bagi orang Melayu. Dato’ dah faham ke sekarang ???????
Akhir kta, bagi sayalah, orang Kelantan lebih memerlukan high KB-KT, sambungan daripada lebuhraya pantai timur drp ECRL. Sekian TQ.

ReplyDeleteFor two ministers holding important portfolios to be at cross-purposes over a national project worth many billions is appalling.
For there to be a "gag order" issued to prevent any further comment is even worse.
There is a systemic failure of the current cabinet.
It MUST be rectified.
I hope the rakyat will not start missing the good old days of such well-organised and smart superstars as Mat Maslan, Hasan Malek and ARD.
Even they never tripped up as badly as this.

ReplyDeleteThe ECRL was a project awarded without tender to a China company called CCCC - THAT WAS BANNED BY THE WORLD BANK FOR CORRUPTION.
Why was the ECRL mooted?
It was 100% a scam to cover 1MDB debts.
The leaked term sheet of the ERCL contract reveals this.
Total CCCC cost of acquiring all remaining parts of 1MDB and its worthless companies and fund units: USD7.5bn or MYR30 bn.
Term Sheet, China’s obligations:
(a) End July, CCCC assumes USD4.78 bn of 1MDB (i.e. 1MDB Energy) debt to IPIC, due between Oct 2016 and 2022.
(b) Pay on 1MDB’s behalf USD850 mn to IPIC;
(c) Buys at USD315 mn, two Jho Low-affiliated companies, Loh Corporation Berhad and Putra Perdana Berhad.
(d) Acquisition of 1MDB Ayer Hitam (Penang land, at USD850 mn, payment to IPIC);
(e) Acquisition of 1MDB Global Inv. (USD940 mn);
(f) Acquisition of 1MDB Brazen Sky (USD1.56 bn); and,
(g) Acquisition of 100% of 1MDB Energy Holdings [Price (a) = USD4.78 bn]
Those two companies mentioned - Loh Corporation Berhad and Putra Perdana Berhad - are fronts for Jho Low. Who is the chairman of Putra Perdana Berhad? Azeez Baling. These companies are both on the money flow diagram that Apandi held up in the infamous press conference.
In July 2016, Fadillah Yusof said the ECRL cost would remain RM30 billion as set by govt in 2015, not "pumped up" to RM60 billion to cover up 1MDB debts.
But then the cost was confirmed as RM55 billion.
How did the cost go up by RM25 billion in under 6 months?
Impossible?
Yet....there is a simple explanation.
Because that RM25 billion was Najib's plan to clear off the massive sums owed to the UAE for his IPIC scam.
Gali lobang, tutup lobang.
Once people see the facts, they will forgive any cancellation.

drpd skop kerja serta specs, kos keseluruhan projek tidak mungkin akan melebehi rm30 billion.
it is in d interest of both parties that d project b continued but at a more realistic cost.
Compare Kos bina ECRL vs LPT 3 (hingga ke Kota Bharu )... objektif nya masih sama @ melancarkan perjalanan sosial dan ekonomi di wilayah pantai timur. Summarize mana yg lebih efficient @ ROI... bukan perkara yang terlalu susah pun untuk di lakukan.

There is a proper way of saying and doing things so that the PH govt is seen and shown to be proactive and concerned for the rakyat.
Stress that the PH govt will not participate in a money making scam propagated by greedy Najib.
Say it the wrong way, and the oppo especially will jump on you.
LGE should also know he is not in a popularity contest, don't have knee jerk reaction everytime, bring up any issues behind the curtains with the person concerned, and vice versa.
CCCC is on their own opera show, they have realised that they were guilty of helping the previous govt to defraud the rakyat, and it was done with the connivance of their very top people. All on paper, all minuted, so they cannot wriggle out of their own hole.
That lopsided agreement under fraudulent reasons and means will not hold up in any court of law.

Tun Dr Mahathir said today Pakatan Harapan will set up a new unit to handle disinformation hurled by the opposition and to share the federal government's new achievements.
Get going, get moving, stop bickering among yourselves, get your acts together, GE15 is not that far off in the horizon.
PH does have good leaders (not all), but they also need to be sharp and be aware that there are wolves in sheep's clothing in the government... and there are moles, too. What's more important is THINK BEFORE YOU ACT / SPEAK, MINISTERS!
We can infer that there are two options to consider after digesting the issues on the controversial ECRL project for the past few days namely:
ReplyDelete1) To cancel the inflated project and not to be sucked into the geopolitics orbit. To mitigate for any further financial risks, it is prudent to pay the exorbitant compensation now based on economic and financial sense. There are also non-financial risks to consider as well. Quiet diplomacy via the Asian way is to be adopted for the agreement on the cancellation option.
2) To proceed with the project but on a leaner scale as we are already sucked into the geopolitics orbit. Otherwise, it will have other ramifications. So the government need to renegotiate the project based on our financial capability. Similarly quiet diplomacy is also to be adopted for the agreement on the renegotiation option.
Therefore both ministers' statements have their respective merits.
On the other hand, China will have to consider the two options mentioned above wisely taking cognisance of the fact that it is a major part of its OBOR Initiative.
Hopefully, a win-win result for both sides emerges.

ReplyDeleteSaya rasa masalah sekarang berpunca daripada menteri2 kita yang terlalu teruja untuk menjawab soalan media. Selepas itu bila tersilap, mereka gunakan media untuk bercakar sesama sendiri.
Perangai2 begini mudah dieksploitasi pembangkang atau lebih teruk, musuh2 negara.
Nampaknya, jalan penyelesaiannya, Tun kena ada orang kanan yang ditanggungjawabkan untuk mengawal mulut2 Menteri2 beliau. Biarlah orang nak kata tak demokratik, balik zaman Mahathir dulu, selagi kepentingan negara tak berisiko dek kerana mulut.

"The government will establish two new committees: One to communicate the successes of the Pakatan Harapan (PH) administration and the other to chart the nation’s economic direction.
Prime Minister Tun Dr Mahathir Mohamad told a press conference today that the government was aware that the public remains in the dark about many of its successes since it took over power following the 14th general election last year.
“We have found out that the public is unaware of what the government has done because there is no clear, united explanation. Therefore, we will establish a body that will examine the criticisms against PH and disclose what we have delivered since taking over,” said Dr Mahathir."
This is a very positive step.
Some suggestions:
a) PH has 4 years left. By PRU15, this unit should produce a "Manifesto tracker" that shows that all promises have been delivered - OR provide a good, fact-based explanation of why they have not. This removes all ammunition from the opposition.
b) The PASUMNO uniparty only has one strategy, so pre-empt it.
Show how governance has been improved in all Malay institutions, e.g. FELDA, TH, etc. Again, my suggestion is to AGGRESSIVELY compare it to the previous regime. After all, KWAP is the ultimate source of the SRC stolen funds - REMIND all our civil servants!
Islam as promoting honesty and justice, not covering corruption - put pressure on PAS, the newest wing of UMNO.
c) Please ensure that the unit is highly social media savvy. If you need to get professionals from the PR and advertising fields, please do so.
We all hope this new 24/7 comms unit (and not a mere "committee") will solve many perception issues plaguing PH.

ReplyDeleteCuma nak kepastian dato, duit pusaka Tanah Melayu bertrilion ringgit jumlahnya yang dah dipulangkan kepada kita di bank negara tu tak nak digunakan ke untuk melangsaikan hutang2 negara..? Apakah belum muncul lagi pemilik tandatangan yang sah untuk menerimanya..? Maaf sekadar bertanya.

ReplyDeleteSudah 9 bulan PH merintah .. dan saya masih nunggu ..nunggu warna yang patutnye dicat pada lukisan yang telah digariskan.
Sejak 9 bulan lalu masih belum ada sekor pun Gringo Kerajaan lalu, diusung ke Sg. Buloh. Isu 1MDB, ECRL dan macam-macam isu lagi ..dengan minda rakyat yang memang dibentuk pendek, maka hangat isu ini semakin hilang.
Tapi apa pun ..mutakhir ini rakyat mula dihiburkan dengan aksi sarkas, bekas PM kita "bossku" Najib.
Najib yang saya lihat sekarang ini memang tampak lain daripada dulu. Imejan sialnye yang telah diukir oleh lawanye seolah dipagar empat penjuru.
Najib bercakap mende yang rakyat senang faham ..yang pendek akal pun faham. Cerita tentang petrol RM1.50 ..hutang PTPTN ..barang naik ..BRIM ..
Semalam saya cari panadol ..dah 6 bulan saya tidak beli panadol. Dalam 6 bulan rupanye keadaan dah berubah. Panadol 10 biji sepeket 3 ringgit rupanye cerita lama.
Sekarang ..dibawah PH, panadol dijual dalam kotak RM12.80 ..actifast RM7 atau RM8 sepeket. Ertinye jika kita hanya ada 5 ringgit, kita mungkin terus kesakitan ..mungkin terus mati.
Yang buat saya terkasima. Bila dulu ada wakil PH, nyuarakan tentang masa tu ada pembekal ubat kroni BN beli ubat dari luar negara dan jual dengan untong 10 kali ganda.
Wakil tersebut janji isu ubat mahal ini akan diselesaikan bila PH merintah kelak.

It was reported earlier Saturday (Feb 2) that Abdul Hadi had agreed to an out-of-court settlement for his defamation suit against the UK-based editor.
Both he and Rewcastle Brown were bound by an undisclosed agreement regarding this settlement, said a statement by Abdul Hadi's political secretary Syahir Sulaiman.
The Marang MP finalised the out-of-court settlement through a consent order dated Feb 1 at the London High Court of Justice.
Syahir said Abdul Hadi reached the decision after scrutinising all the court action taken against him by Rewcastle-Brown and after taking into account his lawyer's advice.

ReplyDeleteFully agree with Tun Dr Mahathir“The huge compensation for cancelling it (ECRL) is not as huge as the amount we have to carry for the next 30 years.”
We should pay the RM22 billion penalties and move on.
A dead project is dead, we should not try to resuscitate it.
If the govt decides to go ahead, accepting the 50% discount offered by CCCC makes no sense. Down the road, CCCC can fabricate thousands and one excuses to inflate the project again and the PH will have its balls twisted with no saviour in sight and be forced to pay up.

ReplyDeleteKalau kita bagi kontrak keretapi ECRL pada negara Afrika, macam Zimbabwe, Kenya, Congo atau Botswana, senanglah kita nak tamatkan kontrak, tak banyak cerita.
Tapi negara China, ceritanya panjang.
Kita eksport pada negara China lebih banyak dari Jepun dan Amerika. Kita eksport pada negara China, lebih kurang RM120 billion pada tahun 2017, manakala pada Jepun lebih kurang RM70 billion dan Amerika RM80 billion.
Tambahan pulak negara Eropah boikot kelapa sawit atas alasan mempertahan hutan, makin susah untuk kita eksport kepada Eropah.
Kalau hubungan kita dengan China tak baik, siapa yang hendak beli barangan kita?
Kalau kita tamatkan kontrak keretapi ECRL, bukan free, setahu saya, kena bayar pampasan kepada China, bukan RM5 atau RM10 tapi berjuta.
Inilah akibatnya, apabila kita lantik orang yang tak bertanggungjawap untuk menjadi kepala negara.
Tapi yang herannya, ramai juga yang sokong, ada pulak kata “Malu apa Boss Ku”
Saya tengok negara orang Kapir pun tak ada macam ini.
DAKJ ada buat bandingan antara orang kapir dan orang Islam.
Saya lebih berminat untuk membandingkan antara manusia dan binatang kerana saya suka tengok cerita National Geographic.
Beza antara manusia dan haiwan adalah manusia ada otak untuk membandingkan yang mana “betul dan tak betul” manakala haiwan ikut naluri.
Haiwan tak boleh berfikir yang mana betul atau tak betul kerana haiwan tak paham selain dari makan, minum dan memburu.
Minggu lepas saya tengok cerita Serigala (Wolf) . Serigala dalam hutan hidup dan memburu dalam kumpulan. Kepala atau Ketua Serigala dinamakan “Alpha”.
Semua serigala mesti Wala’ dan patuh kepada ketua Serigala.
Jadi itu serigala tak boleh nak berfikir yang mana betul dan tak betul kerana tak ada otak untuk berfikir dan tak paham.
Saya tengok ada lebih banyak persamaan antara Haiwan dan Manusia dalam kes di Malaysia ini.

It's valid to say that LanunKu's media handlers (is that chap from Celcom & TM still making music videos?) are doing social media right.
However, my conversations with many people show that PerompakKu is not held in much regard.
The biggest factor is this:
"No improvement under PH."
THAT is the critical issue, not whether PencuriKu goes to jail or not.
THAT is what needs to be addressed and fixed.
